Noble feuding ( guise versus conde , Weakened valois monarchy ( henri ii, d. 1559; sons francois , charles m henri iii) Recruit new men into government: spy network the intendant system : provincial office, richelieu"s polices. Exile/remove noble governors: replace with new robe nobles. Build larger centralized navy , army largest navy by 17th century.
