Toneguzzo 2: legal protections and limited government only has a certain claim for its authority; it is not all encompassing. Traditional society: thucydides, history of the peloponnesian war; [bk. You know a state exists when there is a monopoly of the use of force within a given territory. No taxation, no state: out of this comes the idea of sovereignty ; the declaration and capacity to control the territory. Individualism: not family or clan: proceduralism: rule of law, limited-constitutional government, and bureaucracy; protects you based on a set of rules and procedures; opposite of bureaucracy is personalism, markets: economic and political. Everything is geared towards the market; work, education, individual rights; our notion of freedom and choice. Toleration: religious, ethnic, gender relies of hypocrisy; treat people as if you respect them. To the extent these are not present; you are not dealing with a liberal order.
