As american funding and aid arrives for allies, germany does not see u. s as a neutral power. Wilson still does not want to fight. Major initial problem for the u. s was the royal navy. Naval blockade, confiscated all ships heading to continental europe, including neutral flagged. American trade with germany was not large, but existed. Brits felt no choice, alienating some part of u. s opinion. German response to uk naval power with u-boats.
