Collapse of the soviet bloc has lead communist states to move in 2 directions. 1) central and eastern europe = liberal democracies. 2) 12 states run by russia = remained dictatorships without communism. 15/16 of the west of the berlin wall are democracies. Although central and eastern european countries are more democratic there are still cynical about parties and political institutions involved in corruption. Yet on a positive note there is a broad spectrum of electoral competition. So although free and fair elections are institutionalized, the parties that wage them are not. Under pressure from the eu accession process, courts have become more independent and rule of law institutions have improved. Also low levels of trust are from economic pressures.
