A good example of canadian foreign policy influenced by americans. For the most part from 1974 until 2004, we had been dealing with minority governments. As a result, governments were able to influence foreign policy where domestic issues were not much of a problem. Chretien and mulroney were able to put their own stamps on foreign policy while mr. harper spent years fighting for a majority government. 9/11: a dramatic shift in the world"s international paradigm (similar to cold war) The way people conceived global governance or international politics changes following this event. In 1991, we had the end of the cold war which saw a dramatic shift. This was a logical idea, because clinton had two terms and he"s a . His father"s mandate was only for one term. As a result, it was unsurprising to bring them back, as they had the experience. Part of this new american mindset goes back to the cold war.
