Confederation and the national policy years customs union (free trade area with common external tariff) in canadas (quebec and ontario) tariff was not the same across the other colonies. Ns and nb were pro free trade. Canadas and pei wanted to see tariffs in manufacturing. The maritime didn"t like high tariff structure because they had a strong trade link with the north and south of them aka the us. The maritimes thought about having their own union. Ns and nb wanted a railway link to the us. Everyone was deep in debt already because of canals and railways. Colonies in canada wanted to make sure they got to west before the americans. Pei had many of the same fears as newfoundland. Easier to develop west if everyone was on board was there idea. Railway would then have to be built to develop the west. And a railway was promised to the maritimes if they joined confederation.
