Waste diversion act (2002): residential waste diversion rates significantly increased as the waste diversion act was implemented. The non-residential continually went down in waste diversion rates. That happened because the provincial government put their whole focus on dealing with residential garbage (collecting certain types of materials, public education, etc. ) and neglected ic&i which does generate tons of waste.
