Shows that religious institutions are challenging the civil institutions. But the city of toronto refused to acknowledge the marriage. June 2005: bill c-38, 158-133: gay and lesbian marriage legalized, canada became the 4th country to do so. Dec 2006: motion to restore the traditional definition of family is defeated (175-123) issue closed permanently.
