Compulsive & repetitive use may result in tolerance to effect of drug & withdrawal symptoms when use is reduced or stopped. When use has repeatedly self-administered agent resulting in tolerance, withdrawal, & compulsive behaviour. Substance abuse can include: physical dependence, tolerance, addiction, withdrawal. Harms reduction: approach focusing on risks & consequences of substance use rather than on drug use itself. Implemented through community-based programs: methadone clinics, needle exchange programs. Offers disposable injection kit, sterile tools, medical support.
