Main technique of domination land control. Different minority groups had different things to do (head tax after railroad) different opportunities for majority. back then = a house head tax. Can"t vote, can"t enter city buildings (chinatown) Can"t stop during journeys, or else can"t come. Restricted covenants can"t sell property to certain people, specifically jews. Wolfe v. noble trying to buy land from wolfe, can"t buy from jew blood. Balancing of rights, more protection if entrenched, but at this time not entrenched.
