Differences between the two: the government is relatively transient, while the state has a higher degree of performance, the state is broader . Sovereignty: the principle that states are the highest authority for their population and territory and are not subject to any external authority (french revolution believed that sovereignty lied amongst the people: 2 dimensions of sovereignty. The state is the highest authority inside the territory.
