Subway: push public service to be as tailored as you can, doesn"t always exist, completely destroys creativity, does not foster innovation, tends to dehumanize lose their love for the job. Gulick and urwick and scientific theory of organization: interested in a number of things, idea of span of control. Number of subordinates that report to one supervisor: narrow span of control.
