Opinion is divided about the utility of this model. Political-ideological = elite political framing of issues, how senior politicians and media frame ideologically the causes of dissent and conflict. Cultural = systems of meaning amongst dissenters, protestors, groups in conflict: how do they explain to themselves what is happening, should include police subcultural understanding. Cultural meaning will be interpreted differently depending on the situation. All of these things can affect the quality of the action.
