Corruption is a frequent (although not inevitable) part of neopatrimonial regimes. Sometimes behaviour is the same but norms have changed. So things that used to be appropriate are now thought of as corrupt. Example: in the british armed forces you used to be able to purchase commission and become a colonel. New sources of wealth and power can lead to a desire to use that newly found wealth and power to achieve certain things. You"d expect corruption in the early stages of state building. If no one is, e. g. , collecting tax and enforcing product standards, there"s no need to bribe. So it"s when the state is beginning to become an important institution that you might see corruption. Survival skill; if the state doesn"t improve public wages, there will be incentives for bribes.
