He feels a new born child is born with a blank line tabula erasa: environment shapes character, for the first time theory states you can shape your future, government begins to try to attempt to curb behavior very seductive, universal natural law of human condition, age of reason scientific revolution etc. changing how people think, major question how much is the population affected by this, literacy throughout the population was not very vast the city more than rural.
