In the crimean war he sent troops to fight against russia and got favour from other international powers. Roman problem: unification and nationalism alienated the church, pius ix threatens in the syllabus of errors to excommunicate anyone who acknowledged the state or voted. Non-expidit: when pope moved to rome he announced his infallibility.
