Has to save all the laws as a group inherent in the oath. Lincoln said to his commanders that they can suspend it whenever helpful: court ruling said it was unconstitutional. Civilians: judges in a military tribunal are military officers. Didn"t make ruling during war time, did it in time of peace. Lincoln did it : can every president do what he think is necessary, civilian trial military tribunal hold without trial in jail summary execution, some people at the time lincoln was dictatorial, lincoln assassinated. Heavily nationalist period: created national paper currency, passed the homestead act (gave free land to people in the west), created land grant universities, gave land grants for trans- continental railroads.
