Fragility of coalitions under military rule: generally because when leaders see unrest there is division in the military, loyalty of the leaders tends to be first and foremost to the military as an institution before they see the military split up and break into fractions. Costs of repression vs. costs of democratization: authoritarian regimes usually supported by allies and elite more open to democracy, usa and western allies, cost of repression vs. cost of democracy shifts, threat to the elite diminishes thus more open to. In order to survive authoritarian regimes need support and allies: not able to do that by repression alone, need financial elites, need to redistribute to supporters, start to see economic growth of 1960"s and period of deterioration. Change in international conditions: the catholic church usually supported these regimes but when violence spread they stopped, human rights focus, usa main ally for dictatorship regimes also stopped with the carter administration.
