Money enlarges all desires and the capacity for appropriation. It brings scarcity with it, and makes the sharing limitation unworkable. For this reason, civil society"s trustee (government) must preserve and regulate and enlarge property (like freedom). When conflict and scarcity are inevitable, property and freedom cannot be handed out. There must be compromises even on those things people would prefer to do. >>you give your consent by living where you live. Locke says that subjection to government laws is not natural or original; government can only be consented to . Locke believes in majority rule: when any number of men join and unite into a community for their community or government >>they are thereby presently incorporated. By commonwealth, locke does not mean a democracy but any form of independent community; the powers of government must be limited and conditional because the majority and community must remain independent.
