What can we change: dependent effect. Probably not: i. e. failed states usually follow a war not always the case some states fail anyways. Most fail after war because war destroys them: coercion and bullying hitler, kaiser wilhelm. Efficient conditions: i. e. invading iraq, conditions that allow for an outcome to exist but need something else to happen, i. e. anarchy is the absence of hierarchy no world government permissive condition for war. War happens because there"s no one stopping war from happening. How do we know what we know: run experiments, i. e. asking people questions, doing things, shocking them and get results, we avoid risk adverse when we are winning something and risk acceptant when we"re losing something. Japan in wwii i. e. those who are losing territory are more likely to cause conflict: limited usually teenage 18-21 year old subjects. We cannot manipulate leaders/countries to change their biddings to get. Us attacked one country but not another.
