Underdeveloped: argue that (former) colonies are intentionally kept in a relationship of dependency to provide cheap labor, raw resources etc. 1952, the term tiers monde (3rd world) to refers to countries outside the east west blocks. Deliberate reference to the third estate (tiers etat) of the french revolution. Largely seen as hierarchical (1st better then 3rd) Not used as much in academic literature.
