Political- political rules, unwritten, ones that affect politics. Unwritten- they are no put down in any form, record, no code of constitutional convention. Evolutionary- written constitutions are revolutionary, recording fast changes, so it s better to write it down. No clear legal rule to enforce, allow lots of wiggle room. Precedent/history- some alertness of ways have been done in past. Binding rules- a bit like legal rules, encourage, compel certain kinds of behaviours. Embody a principle-try to put it into enforceable form. Flexibility- response to circumstances, advantage for those at power.
