[see syllabus under course information on web page] A major determinant of development strategies and outcomes is the character of the state, and the domestic power structures and political coalitions underpinning it. 2 types despotic and infrastructural, force and coercion to get end. Purpose + point of colonial rule was extractive rather than development. Power structure of the colonial state was entrenched by ruling elites to protect their interests, after independence. Types of state power: despotic power: the power to control and suppress (society) Typical of the global south (string despotic/weak infrastructural) Roots: colonial past, rulers/institutions were artificially imposed. Challenges to power was put down with brutality. Ie latin america, africa, pattern of urbanization, state controlled cities, but countryside controlled by local men: infrastructural power: the power to administer and transform.
