Rules can come from religion or adult. Young children also don"t take into intentions i. e. someone who broke. 5 glasses accidentally would be seen as more bad to the child than someone who broke one glass intentionally indication of the role of rules and punishment. At 10+ years, children get a sense of moral relativism get the idea that the rules are created by humans and that these rules are wrong. Can justify breaking a rule if the reason is good enough . Reciprocity notion persecuting one person, helps another person morality of cooperation.
