Herodotus said athens saved greece: herodotus not athenian- he s saying this as a historian, athenians used this as leverage against spartans to create their empire. Persian wars defining for athens, and poleis, and the structures of the poleis: naval battle (salamis) navy allowed them to beat the persians.
