Substantive policy instruments are those directly influencing the provision of goods/services to members of the public or governments. In hood"s model the instruments governments use to affect/alter goods delivery are classifiable according to whether they intended to effect and thereby contribute to more effective policy implementation. They can be used either in a positive or constructive manner to facilitate policy activities or in a negative or obstructive fashion to impede or obstruct a policy process. Substantive policy instruments is shaped by the characteristics of the instruments, the nature of the problem at hand, past experiences of governments in dealing with the same problems, the subjective preference of political. /admin decision makers and the likely reaction to the choice by affected social groups. Govs in modern democratic societies rely on social actors to deliver most goods/services and hence require that these actors consider gov actions to be legitimate if substantive policy instruments are to b deployed effectively to alter target behaviour.
