Decentralizing: allows feds to have authority in provincial jurisdictions. Feds didn"t like idea, because costs increased: quebec. In 1984, canada health act came into law. Equalization payments: alberta and quebec refused to participate. In 1987, the feds started giving unconditional grants to provinces that were considered. Very contentious issue: must determine each province"s fiscal capacity. Sources of income considered as part of equalization formula: personal income, corporate income, consumption taxes, property taxes, natural resource revenues. Atlantic accords, 1985 and 2005: federal accord with newfoundland and nova scotia was signed. When offshore oil was developed, newfoundland would not lose offshore oil revenues as part of calculating equalization payments. Coordinated taxes: hst, led to the downfall of bc premier gordon campbell.
