Community: community control is end goal; maintain order; apathy - responsible for original decay; subordinate to police; passive. Crime/criminals: as external, outsiders; predatory, need to be eliminated by force; reinforces lines between police and citizens, and between orderly and disorderly. Focus on root causes social justice outcomes emphasis on equity, community-driven initiatives, participatory models. Police: secondary, participatory role focus on the transformation of private troubles into public issues (kelly 321) service providers. Crime is rooted in inequality multi-agency approach - community members and agents (teachers, social workers) Community: active - define problems and resolve them participatory processes (cant just open up a bball time/gym)
