By Bernoulli's principle, the fast-moving winds of the tornado or hurricane cause the air pressure above the roof to be quite low, but the pressure inside the house is still near normal levels. There is no appreciable change in height between the two sides of the roof. This pressure difference combined with the large surface area of the roof gives a very large force which can push the roof off the house. That is why it is advised to open some windows if a tornado is imminent, so that the pressure inside the house can somewhat equalize with the outside pressure.
