Benefits aren"t equally applied (amount should be increased with immigrants, etc. ) Tobacco and cannabis handled by the government because it makes them money. They put out all the labels and warning signs, and ultimately its the user"s choice, but to make more money they have programs like aa that they still profit off of if they decide not to smoke. Remove what we assume about power, sexuality, dependence, etc.
