The argument that a refugee should put the past behind them in order to concentrate their efforts on building a new life in their new country is somewhat simplistic in my opinion. I also believe that it would only work for a small minority of refugees. Only refugees who have a particular set of protective factors would be able to put political repression, government violence or other forms of trauma behind them. People who are fleeing political repression, war or any kind of danger will almost always be suffering from some form of psychological damage. 90% of asylum seekers suffer from mental illness due to the traumatic events that they witnessed in their home country. At this day in age, it would be irresponsible to tell a person suffering from anxiety, depression, Ptsd or any kind of mental illness to just put the past behind them and move on.
