The criminal injuries compensation board (cicb) is an independent agency that falls under ministry of the attorney general and created to award financial compensations to victims of violent crimes since 1971. Cicb officially became the eighth tribunal of social justice tribunals ontario on april 1, 2015. Some authors in respect to categorizing administrative agencies define the criminal injuries compensation board as quasi-judicial tribunal since it performs powers and functions similar to those in judicial institutions (judicial branch). The goal of the cicb is to facilitate the financial burden and difficulty that victims of violent crime could experience in a sensitive and respectful way. In general, enabling statute is a statute that gives new or extended authority or powers. Financial compensations have been provided by cicb for those who qualify under the compensation for victims of crime. Therefore, enabling statute for the cicb is the compensation for victims of crime act (cvca).
