Not concerned with federalism only political reorganization would lead to the same effects: any international system that is to usher in a new world must produce the opposite effect of subduing political division. Nations should be tied more closely together. Proposed the creation of a whole series of separate supranational functional agencies, each with authority over 1 specific area of human life. Idea: take individual technical tasks out of govs hands and to possess them on to these functional agencies. (cid:498)working peace system(cid:499) (cid:498)separate international functional agencies(cid:499) They would be able to appreciate the advantage of such tasks being performed at regional world level: as more and more areas of control are surrendered, states are less capable of independent action. National governments would end up enmeshed in a spreading web of international activities and agencies. Intl agencies would operate at different levels according to function.
