The two writings from huntington and inoguchi explain about how political participation is related to democracy consolidation. Without political participation, there can be no healthy democracy. Starting with huntington"s argument, he stresses that political participation of citizens in the form of civil society should exist in order to influence the government. While on the other hand, inoguchi defines the consolodiation of democracy through the institutional and behavioral factors of the social structure and society. In short words, both writer attempts to define the methods to achieve closer towards the ideal-type of a democratic society. This memo is written to explain that the positive and negative aspects (difficulties) towards aachieving higher political participation and healthy democracy. It is through these political participation that brought reformation or progress towards achieving a better democratic society. However, we can see that in developing country such as. Indonesia, problems arise when there is a minimal citizen participation in the political sphere.
