Parties have become the crucial central institution of all governments. Through the process of differentiation, the unorganized homogenous masses became self- conscious and formed unions, federations, and parties to make themselves heart and understand their differences. In france, parties tried to combine local committees into regional federations with party congress at the head. Parties are elected on their program and personalities that represent them. The party is the only viable mean of articulating vast masses of people for political purpose. Through demonstrations and mass events where leaders appealed to sentiments to join for the struggle for a better world. The restrictions of women"s rights strengthened the movements with millions of activists. A variety of goals behind women movements (prostitution, education, pacifism, etc. ) By 1890s women wanted to influence the developments they demanded and claimed female suffrage.
