There have been some changes to the whitehall model: executive agencies now carry out the implementation of policy. Increase in the number and power of political appointees pms now have their own staff to develop their own policy: politicians increasingly use external sources of advice such as think tanks etc. But the change is relative: executive agencies are often quite intertwined with core departments, number of political appointees is still far inferior to permanent civil servants.
