There have been some changes to the whitehall model: executive agencies now carry out the implementation of policy. Increase in the number and power of political appointees pms now have their own staff to develop their own policy: politicians increasingly use external sources of advice such as think tanks etc. But the change is relative: executive agencies are often quite intertwined with core departments, number of political appointees is still far inferior to permanent civil servants. Main issue in the relationship bet. elected politicians + bureaucrats is delegation politicians need bureaucrats to implement policy, but their interests may differ // mon- itoring is often impossible. Possible remedy to this is punishing slippage and rewarding compliance, but politi- cians don"t have the means to do so. In reality, what politicians can do is to change, abolish or reform parts of the bureau- cracy. Data: interviews of senior civil servants between 1989 to 1993.
