Organized Complexity Framework:
-Core concepts that relate to the political experience
1. Individuals – basic building blocks/constituent units of governance
2. Goods – people do things in common based on goods and services
Separated between public and private goods
Many goods and services are not just services they also involve a high degree of citizen
participation/ co-production as an important dimension of public policy
Example = Education or Health: involve a high degree of citizen participation in the
production of these services, for it to work
3. Rules – how we generate particular goods/services, public or social rules for example
The role of conventions is a example of another rule in Canada
Can be formal or informal
Change over time and facilitate activities
4. Time and Place – contingencies that affect how individuals orient themselves to others
5. Outcomes – how do we evaluate the effectiveness of policies?
the result of the other factors
6. Evaluation – Emerging properties = positive/negative externalities
Gerald Le Dain Report – recommend the legalization of pot in 1972, he is a supreme court judge, forced
