Global governance became indispensable since interdependence, globalization, and liberalization occur. Communication became easier, the development in new technologies has increased and the exchange of resources and capital has also increased. Challenges to global governance are the heterogeneity of the international system, the absence of hierarchical order, which some describe as anarchy since states will always serve their interests first, the dominance of realism, and the governance without government.
