An expansion on consensus democracy with a greater emphasis on power sharing to ameliorate differences in social and cultural values among members of a subordinate population. It sets the rules under which political actors compete. This civil war ended in party due to the collapse of the soviet union, and in part due to the defeat of fascism and national socialism in wwii.
