There is a certain amount of time a legislature can sit in a session and things take time. Legislative time is valuable or pm time- competition of saliency/attention or time. Claims: different claims in politics and demands are expressed and channeled through the political process and system. It occupies what we do with politics- how do we use and allocate resources/what we should be doing is secondary to the strong claim.
