Being secure and at peace, they are now free to prosper (felicity: the (cid:1688)security dilemma": achievement of personal/domestic security must be accompanied by national/international insecurity, schelling and strategic realism, strategic realism focuses on foreign-policy decision making. All states function the same/ are the same --> collect tax, foreign policy, domestic order, etc. Only difference is in the varying capabilities in achieving those tasks/ power.
