Necessary for a truly integrated european market. 1969 werner report provided an ambition 3 step plan to put the emu in motion but the decline of bretton woods stalled this (members had to focus on limited volatility of exchange rates) Formation of the snake (group of pre-eu countries trying out the emu) this fails. 1979 european monetary system (ems) & exchange rate mechanism (erm) parliamentary rati cation, popular referendum. Linking currencies to a multilateral parity grid allowing for uctuations +/-1 2 1/4 % Begun with intense bop pressures and a lot of realignments but by 1992 there was stability.
