When we talk about crime, we are talking about a recognized violation of a social norm that is legally prohibited. Deviance is the larger phenomenon and crime is a branch of deviance. The answer is no, and it also isn"t true that everything that is criminal is also deviant. So, we can say that crime is a overlaps of deviance. For example, you could download music and that is criminal but it is not deviant because everybody does it. It can be thought of as a venn diagram where there is a large overlap of both circles.
