He argues that with better use of 4 tools (aid, security, trade, laws), we can help countries along the already trodden path of building market economies ) There"s also a debate as to whether development is possible without democracy. On one hand, democracy would create a more stable policy environment. On the other, democracy could just slow things down. Goodhart tells us about human rights-based approaches to development, which focus on human factors instead of economic factors in measuring development.
