They are pursued by public and private means . (donnelly, 2013) Ir structured around sovereignty grants state exclusive jurisdiction over its own resources and territory (implies nonintervention). Argues human rights must be excluded from foreign policy- states action is in respect to its own citizens and territory. Emphasizes the principle of self- determination or a commitment to international pluralism. Argue that each society, acting collectively and independent (of coercion) should be allowed to choose its own form of government.
