Exemptions on taxes for nobles and clergy. The revolution took shape in france when the controller general of finances, charles- Assembly of notables was a representation of the three states: clergy, nobility, the third estate (everyone else) This, however, was rejected because it would impend of their privileges. Louis xvi promises to hold the elections to the estates-general. The king would greet the first two estates, but left the third waiting. They decided to vote by estates, and the third estate stalled the hearing. This, with the help of emmanual joseph sieyes, finally drove the deputies of the third estate to declare themselves the national assembly on june 17th; they threatened to proceed, if necessary, without the other two orders.
