This would be seen more as morality, that personally your values should be to save him. If you were on the same boat, then legally you must help him. Also if you have a fishing licences then you have to legally call the water force to help the man. Basically would you be able to look at yourself in the mirror if you make this decision. Eg. , france, most of europe, louisiana, and quebec. All of these countries still follow this system. England, australia, new zealand, and most of ca. Some laws are the same across ca. Eg. criminal laws and constitutional laws is the same in all of ca. In a civil law it is created by the gov. However in a common law, courts can create laws depending on what they decided.
