First you need signed membership cards, and at least 40% of ee need to sign. This leads to a vote of all ees. A union must get a sufficient number of employees to sign a membership card in order to trigger a certification vote at the workplace. 8(2) and 10(1) of the olra require that at least 40% of the employees in the bargaining unit sign up as members and over 50% of the votes be in favour of the union.
