Municipal corporations have power of local self-government; authorized in their corporate capacity to legislate in respect of matters of local concern. Referred to as miniature parliaments, institutions by which people"s will is expressed through elected representatives - no taxation without representation. In many municipalities a considerable amount of the work the council is carried on by advisory standing or special committees appointed to look into a particular problem. They deal with specific issues related to their field of government (eg. financing, property and planning)
