The Durham report was created to implement a responsible government where advisors are no
longer appointed and will be drawn from the elected assembly, division of power between local
and imperial authorities so that decision making power is divided between colonies and
authorities
He also wanted to merge upper and lower Canada so that the debt of upper Canada can be paid
off with the help of lower Canada and he also wanted to assimilate Francophones into
Anglophones
Lord Durham is a British politician sent to Canada to investigate the causes of the rebellions of
upper and lower Canada 1838
